Tender Summary – PTC Guwahati Solar Power Project

Project Overview
Work Title: Design, Supply, Installation, Testing and Commissioning of

  • 70 kWp Rooftop Grid-tied Solar Power Plant, and
  • 10 kWp Grid-tied Solar Tree at PTC Guwahati

Estimated Cost: ₹58.19 lakh (approx.)
Completion Period: 120 days from commencement of work
Tender Mode: e-Tendering, two-envelope system (Technical and Financial bids)

Eligibility Criteria

Work Experience (last 7 years in Government/PSU projects):

  • Three similar works each costing not less than ₹23.28 lakh, or
  • Two similar works each costing not less than ₹34.91 lakh, or
  • One similar work costing not less than ₹46.55 lakh
    Similar work includes On-Grid, Off-Grid, or Hybrid Solar Power Pack installations. Completion certificates must clearly mention capacity, contract value, start and completion dates, and penalty/compensation details if applicable.

Financial Requirements:

  • Average annual turnover during the last 3 years should be at least 50% of estimated cost (approx. ₹29.1 lakh)
  • Turnover values will be indexed at 7% per annum
  • Chartered Accountant’s certificate with UDIN is mandatory

Other Conditions:

  • Valid PAN and GST registration (or undertaking to obtain before payment release)
  • Joint ventures are not permitted
  • Affidavit confirming that the bidder has not executed similar works on a back-to-back basis

EMD and Performance Guarantee

Earnest Money Deposit (EMD): To be deposited through NEFT/RTGS/ECS or Bank instruments. Part EMD via Bank Guarantee is permissible (not less than 50% of total EMD or ₹20 lakh, whichever is lower).
Performance Guarantee: To be deposited as a percentage of tendered value in the form of cash, Bank instruments, FDRs, or approved Government securities, within the stipulated time after award of work.

Bid Submission and Opening

Last Date for Submission: 15.09.2025 up to 11:00 AM
Opening of Technical Bids: 16.09.2025 at 11:30 AM
Opening of Financial Bids: To be announced later for technically qualified bidders
Bid Validity: 75 days

Documents required in Technical Bid:

  • Scanned affidavit and undertaking
  • Completion certificates of similar works
  • GST and PAN copies
  • CA certificate for turnover with UDIN
  • Proof of original EMD deposit

Documents in Financial Bid:

  • Duly filled and digitally signed BOQ file (in .xlsx format)

Important Clauses

  • Integrity Pact is mandatory for works above the prescribed threshold in Schedule-F
  • Withdrawal or modification of bids will lead to forfeiture of 50–100% of EMD
  • Conditional or nil-rate bids will not be accepted
  • Relatives of officials of the concerned Postal Electrical Circle are ineligible to participate
  • Canvassing in any form will lead to disqualification
  • Site inspection by bidders is recommended prior to submission of bids

Contract and Execution

Contract Agreement: Based on CPWD Form 7/8
Execution Conditions: As per CPWD General Conditions of Contract (GCC) 2020 and tender provisions
Compliance: Contractor must comply with all applicable labour laws including EPFO, ESIC, and BOCW registration
