Eligibility Criteria

For MES Enlisted Contractors

  • Minimum Class “C” and above with satisfactory ongoing performance
  • Must have valid MoU with CRISIL/CARE/FITCH/ICRA/SMERA/Brickwork rated solar power firms (rating 1A/1B/1C/2A/2B/2C)
  • Alternatively, contractors with their own such ratings are eligible

For Non-Enlisted Contractors

  • Must meet enlistment criteria of Class “C” (work experience, turnover, solvency, working capital)
  • Same MoU/rating requirements as above
  • Should not be blacklisted or debarred by any authority

Work Experience Requirement (last 7 years)

  • One work of at least 80% capacity (≥ 60 kW), or
  • Two works of at least 50% capacity each (≥ 37.5 kW), or
  • Three works of at least 40% capacity each (≥ 30 kW)

Contract Type: Based on IAFW-1779A drawings/specifications, IAFW-2249 General Conditions of Contract (GCC), and priced Schedule “A”

  • Two-cover bid system:
    • Cover 1 (Technical Bid): enlistment documents, MoU, EMD, EPF registration, police clearance (for non-enlisted bidders)

  • Contractors must upload scanned documents and submit original DD/EMD within 5 days after bid submission deadline
  • Deficiency rectification allowed within 7 days of intimation
