Financials

  • EMD (Earnest Money): ₹2,78,000
  • Tender Fee: ₹2,000 (DD/Banker’s Cheque in favour of GE (S) Patiala, payable at Patiala)

Scope of Work

  • Design, supply, installation, testing, and commissioning of rooftop solar plants (250 kW cumulative capacity).
  • Includes O&M for 7 years (84 months).
  • Work will follow IAFW-2249 (General Conditions of Contracts).

Eligibility Criteria

For MES Enlisted Contractors:

  • Minimum Class “B” registration with MES.
  • No adverse remarks in workload/performance records.

For Non-enlisted Contractors:

  • Should meet Class “B” criteria (turnover, solvency, past project record, etc.).
  • Not blacklisted/suspended by Govt./PSUs.

Technical Pre-qualification (all contractors):

  • Must have MoU with solar firms rated 1A/1B/1C/2A/2B/2C (by CRISIL, CARE, ICRA, Fitch, etc.).
  • Should have completed rooftop solar plants in Govt/PSU in last 7 years:
    • One project ≥200 kW, OR
    • Two projects ≥125 kW each, OR
    • Three projects ≥100 kW each.

Joint Ventures (JV):

  • Allowed (max 2 firms). Lead partner must have ≥60% share.

Important Notes

  • E-tender submission only via www.defproc.gov.in
  • Tender evaluation will involve strict validation of technical and financial eligibility.
  • Foreign firms are not eligible. Indian firms with foreign directors require MHA security clearance.
