Eligibility Criteria

- Proven track record in solar projects:

- 2 projects ≥ 175 KW each, OR
- 3 projects ≥ 140 KW each.
Key Conditions

- GST registration must be uploaded for bid validation.
- EPF Code: J&K-specific EPF code required; out-of-state bidders must obtain it before contract signing.
- No subletting permitted; execution only via employees or family members with Power of Attorney.

Tender Evaluation Process
The bid will follow a two-cover system:
- Technical Bid (Cover 1): Includes eligibility proof, PQC documents, EMD, tender cost, MoU, and experience certificates.
- Financial Bid (Cover 2): Opened only for technically qualified bidders.
The Chief Engineer, Pathankot Zone, reserves full discretion to accept/reject bids and is not bound to award to the lowest bidder. Preference may be given to PSUs as per policy.
Joint Ventures & Integrity Pact
- JVs: Allowed with up to two firms; lead party must hold ≥60% share, other ≥30%. Both must meet financial and technical thresholds (at least 30% individually on technical).
- Integrity Pact: Mandatory anti-corruption compliance with strict penalties including disqualification, EMD forfeiture, blacklisting, or legal action in case of violation.
