How to Navigate CERC Truing-Up Petition Process

POLICY & REGULATIONS

In Short : In order to true-up transmission prices for the 2019–24 control period, which covers twelve elements spanning Transmission & Distribution systems classified as Series-1, Series-2, and Series-3, Damodar Valley Corporation (DVC) has submitted a petition to the Central Electricity Regulatory Commission (CERC).

Encouraging Data Submission and Regulatory Audit

DVC presented its initial files at the hearing on August 12, 2025, and CERC asked the respondents, including West Bengal State Electricity Distribution Company Ltd., to answer within two weeks. Additionally, DVC was instructed to provide additional data, including depreciation schedules, weighted average rates of interest and depreciation, auditor certification of additional capital expenditures, and project-specific documentation (such as work orders and Line Element-3 scope). Awaiting these submissions, CERC has put a hold on its final order.

Maintaining Tariff Integrity via Procedure

The CERC’s dedication to improving regulatory fairness and transparency is reaffirmed by this petition. In order to preserve fair pricing foundations for both utilities and consumers, the truing-up procedure makes sure tariffs reflect actual costs and that adjustments made during the control period are carefully confirmed.

Impact and Significance of Clean Energy

In order to encourage the integration of renewable energy sources and modernize grid infrastructure, precise tariff modifications are essential. Investing in cutting-edge transmission and distribution systems strengthens reliability and makes cleaner, more efficient electricity delivery possible by ensuring equitable cost recovery through truing-up.
