📌 Eligibility Criteria

Technical Routes:

  1. OEM Route: Cumulative supply of 120 MWh (minimum 60 MWh operational for 6 months).
  2. Integrator/EPC Route: Same experience requirements as above.

Financial Requirements:

  • Average Annual Turnover: ₹505.86 crore (last 3 FYs).
  • Net Worth: Positive (last FY).
  • Working Capital: ₹271 crore (or sanctioned bank credit line).

📌 Timeline

  • Supply Completion: 11 months from contract effective date.
  • Commissioning: 14 months from contract effective date.
  • O&M Period: 15 years from operational acceptance.

📌 Payment Terms

  • 10% advance against BG.
  • 70% on supply & material acceptance.
  • 10% on testing & commissioning.
  • 10% on operational acceptance.
  • Quarterly payments during O&M period.

📌 Liquidated Damages

  • 0.5% per week delay in supply/commissioning (capped at 5% of contract value).
  • Additional LDs for non-performance during O&M phase.

📌 Contract Structure

  • Contract Agreement (CA): For supply & commissioning.
  • Service Level Agreement (SLA): For long-term O&M.

📌 Bid Submission & Evaluation

  • Submission via ISN-ETS portal (online) + offline submission of EMD & signed docs.
  • Digital signature mandatory.
  • Evaluation process:
    1. Techno-commercial scrutiny.
    2. Financial bid opening.
    3. Reverse auction among qualified bidders.
    4. L1 bidder awarded based on lowest evaluated cost.

📌 Key Clauses & Provisions

  • Covers Force Majeure, Change in Law, Indemnity, Arbitration, Insurance, Confidentiality.
  • MSEs: Exempt from EMD & document fees (with valid UDYAM certificate).
  • Integrity Pact & Independent External Monitor (IEM) to ensure transparency.
