Eligibility Criteria

The tender is open to MES-enlisted as well as un-enlisted contractors, with strict compliance requirements.

  • MES-Enlisted Contractors:
    • Must be in Class ‘B’ or above.
    • Should not have adverse remarks in Work Load Report.
    • Must meet Technical PQC.
  • Un-Enlisted Contractors:
    • Must meet Class ‘B’ financial & technical enlistment norms (annual turnover, solvency, working capital, and experience with government/PSU projects).
    • Must not be blacklisted, suspended, or debarred.
    • Foreign firms are not allowed; Indian firms with foreign directors require security clearance.
  • Technical PQC (for all bidders):
    • MoU with a solar firm rated 1A/1B/1C/2A/2B/2C (CRISIL/CARE etc.), or self-rated.
    • Proven track record of completed projects in the past 7 years:
      • One plant ≥ 400 KW, OR
      • Two plants ≥ 250 KW each, OR
      • Three plants ≥ 200 KW each.

Key Conditions

  • Mandatory Site Visit: Bidders are encouraged to inspect the site via GE North Mamun.
  • GST Registration: Must be uploaded for ‘T’ bid validation.
  • EPF Code: A valid J&K EPF code is required; out-of-state bidders must obtain this before signing the contract.
  • No Subletting: Work execution must remain in-house (only via employees or family with Power of Attorney).
  • Single Bid Policy: A firm can submit only one bid; related firms cannot compete.
  • Bid Validity: No withdrawal or revision after submission deadline.

Tender Submission & Evaluation

The process follows a two-cover system:

  1. Technical Bid (Cover 1): Eligibility documents, EMD, MoU, PQC proof, certificates, and DD for tender cost.
  2. Financial Bid (Cover 2): BOQ, opened only after technical clearance.
  • The Chief Engineer, Pathankot Zone, reserves full discretion and is not bound to accept the lowest bid.
  • Preference may be given to public sector undertakings in line with government policy.
  • Non-submission of original DDs within 7 days of deadline attracts penalties:
    • Enlisted contractors → barred for 6 months.
    • Un-enlisted contractors → financial bid not opened + debarment for 6 months.

Joint Ventures & Integrity Pact

  • Joint Ventures (JVs):
    • Maximum of two firms.
    • Lead partner must hold ≥60%, other partner ≥30%.
    • Both must meet financial norms; each must fulfill at least 30% of technical criteria.
    • Same firm cannot bid both individually and in JV.
    • Both are jointly & severally liable.
  • Integrity Pact (IP):
    • Mandatory anti-corruption clause ensuring transparency.
    • Breach leads to disqualification, EMD forfeiture, blacklisting, contract cancellation, or legal action.
    • Oversight by Independent External Monitors (IEMs).
